 4 tbsp Oil
 3 cloves Garlic
 4 Scallions Divided
 1 Red Bell Pepper
 1 Scotch Bonnet
 ¾ cup Onion
 1 tsp Paprika
 2 cups Chicken stock
 Parsley
 Salt and Black pepper to taste
